Actually, joking aside, she and Catwoman are BOTH villains, so I think that would rule both out. You still have:

Wonder Girl or Troia, if you'd prefer
Zatanna might be too racy in her fishnets, but if you go with her '70's outfits, she wouldn't get you into trouble.

Good idea about Harley. She's a member of the Suicide Squad and I can't mention the word SUICIDE to a little kid. Zatanna is a bit racy, but maybe I can make a different costume for her (and keep the top hat).

About Hawkgirl, I'm saving her up for my JSA project. So far, I have Hawkman, Hawkgirl, Flash (Jay), and Green Lantern (Alan) planned since they are the old hands. I'm leaving Superman and Batman out since they were never important members in the 1940s and did not exist post-Crisis. Wonder Woman, on the other hand, I might do since Hippolyta was a member of the JSA.

As for Donna Troy, she's getting a shoutout in Wonder Woman's picture (so are Steve Trevor, Hippolyta, and the current Wonder Girl) since she hasn't been seen during the New 52. Of the Titans, I only have Dick planned since he was the first Robin and since Nightwing is an important DC hero. MAYBE I'll reconsider the Titans as a group (Wally, Donna, Garth, and Roy).

Arisia is a minor hero. The Green Lanterns I have planned are Hal (the one everyone will say is appropriate), John, Guy, Kyle, and the team of Simon and Jessica (basically, I'm leaning towards Simon and Jessica, but Hal is another likely).

Any more suggestions? Please let me know.
