That's a very fair question to ask, while the series is no longer canon 'Brightest Day' did show that Mera isn't the only one of her Xebel kind to be able to shape and control water, but she is by far the most powerful... as I say that series' content was discarded by the 2011 revamping but in principle the comparison stands.
