JSA should stay in JSA, there's a tone thing there.

The only exceptions are:
Doctor Midnight as a subject matter expert to the JLA for medical issues, more for investigations and lab work.

Etrigan. Yeah, I know he's obvious for Justice League Dark but I really like Etrigan. And he's created by Kirby, that automatically ups the prestige level.
