Okay. Bear with me.
Johns and Ross said in an interview that Starman would be vital to defining the role of the JSA in the new series. And, since it seems like this Starman is from Kingdom Come, I'm willing to bet that he tells the JSA all about how the next generation of heroes come up without any role models and basically run amok and cause the events of KC. The JSA therefore resolve to make sure this doesn't happen and become the..well..for lack of a better word..stewards of the next generation of heroes. It fits in with what the older three members said in the first issue but also gives the series more an urgency.

Well, you're right about the KC bit. They all but confirm Starman is from the Kingdom Come timeline.

A bit off, though, regarding the next generation of heroes. Because someone out there, using B-list villains (and now B-list Nazis!), clearly wants to completely destroy any future generations of heroes - or rather, legacy heroes. But still, killin' innocent folks and relatives to ensure hero names stay dead and buried certainly ain't that nice either...
