I don't think it has been established that the Starboy in the current LSH series is named Thom Kallor. As far as I know, very few of the "real names" of this version of the LSH have been given.

The last we saw of the "original" Legion, they went to another dimension, kind of voluntarily or something (in the Legion/Teen Titans book that came before the latest reboot of the LSH). Now, members of the old Legion seem to be (SEEM to be) popping up all over--evidently Star Boy here, although that hasn't been established for sure, yet. Dawnstar's forearm (presumably the rest of her to follow) in JSA #1. Mon-El in LSH and, judging by the ads, in Action Comics soon. And, of all characters, Drura Sehpt--Infectious Lass, herself--in Tales of the Unexpected.

There have been hints that there is another Earth, maybe another Earth-2 out there somewhere. Some time ago, someone from DC I think said that the original LSH was the Earth-2 Legion (I could be way off on that point, but I think I read it somewhere). With any kind of luck, this Starman is THAT Star Boy, wandering through the Kingdom Come universe from that Earth-2 on his to the JSA.

I believe it was the post-Zero Hour Legion which has been stated to be the Earth-2 Legion. They were inspired by Superman whereas the original was inspired by Superboy who was an Earth-1 character.
