His strength, speed, invulnerability, were all, at lower levels initially....gradually, he developed the greater levels of strength, speed, invulnerability, flight, and his different vision powers. All of this was his body storing up the energy from Earth's sun....the storage of the solar rays, and the lessar gravity of earth, all effected him, but it took his body longer to store the engery, and for his power levels to develop and grow. (actually, I think I remember this being touched upon, in All Star Squadron #4, 1981....I don't remember where else it might have been developed.)

I don't believe it was ever psychological.....the physiology of Earth-2 universe Kryptonians, was what was different.....Kal-L's powers developed more gradually. Again, the reference to this that comes to mind is All Star Squadron #4.....it was never psychogical on Kal-L's part.
