Kitty is intelligent, has been around for a long time, has been trained in the ways of a Samurai, has showed a natural mind for logistics and even tactics...I would buy her as a team leader just about any day of the week.

Yeah, but Kitty Pryde is a freaking genius. That said, it also took years for her to mature.

I am pretty sure that Stargirl, is pretty normal in the mental department. She is just a teenager, who got her hand on some cosmic weaponary and tried to piss off her stepdad. I think her friend and somewhat helper in her comicbook was actually the smart one.
She might have grown up a bit, but she still is a 17 year old kid.

Fair enough. My concern was mainly with the slight to Kitty. I don't think that I would actually nominate Stargirl. If your codename ends in 'girl' and doesn't start with 'Saturn' you probably aren't ready to lead yet.
