Yeah, but Kitty Pryde is a freaking genius. That said, it also took years for her to mature.

I am pretty sure that Stargirl, is pretty normal in the mental department. She is just a teenager, who got her hand on some cosmic weaponary and tried to piss off her stepdad. I think her friend and somewhat helper in her comicbook was actually the smart one.
She might have grown up a bit, but she still is a 17 year old kid.

Heck, I have a problem with most teenagers fighting crime at all. If any of you are adults who deal with teenagers on a regular basis, you'd realize 99% simply lack the experience, maturity, and wisdom to be placed in life and death situations day in and day out, much less lead a team and be responsible for all its members. I don't care how smart or mature Kitty or Stargirl are, it would be totally irresponsible for Alan, Jay, and Ted to put a 17-year old in charge. Would you put a 17-year old in charge of the U.S. Marines? The entire membership of the JSA could probably take out the U.S. Marines! No teenager should be given the reins to that kind of power.
