Actually, the Atlantean origin was NOT their first take, even after the loss of the pre-Crisis memories.

It was still held that they first thought she was Kryptonian.

I've still never quite seen why they kept saying 'We thought she was Superman's cousin', tho. Post-Crisis, she apparently had no memories of being an "El", just a vague awareness/belief of being Kryptonian.

How that'd automatically lead to "Oh! You must be Superman's cousin!" has always been beyond me.

Anyway, it was later that the whole Atlantean/Arion thing came up.

Which was revealed as "wrong". Also things were pretty much in flux after COIE, with her remembering Kal-L for a while and the first Powergirl-mini which set off her post-crisis origin.

I guess the full story, how she started her post-crisis life wasn't told, till JSA Classified 1-4, where we saw in flashbacks, how she got famed as Superman's cousin, followed the reveal as fake, with the subsequent tongue-lashing of Ma Kent.

Her life was a virtual fantasy, spent in her ship, so if she was told to be a member of the L or EL family, it came from there.
