I'm one of those small group of comic fans who pay little to no attention to who is writing or drawing a particular book. What's the deal with Tieri? Is he legendary in his lack of research or something?

Well, his Iron Man run is one of those that's so frightfully bad that people actually tell stories about it. (And, oddly enough, actually had a good end part, so I can see where he'd have fans.) He's got a reputation of ignoring any story element that doesn't suit his purposes and needless gritification of characters, mostly stemming from his Weapon X series.
