Seems easy to me. Just more or less set the status quo circa the 1970 team or so, where the original team is still around including Batman and Mr. Terrific, they have been around awhile but due to spells and such still youngish enough to fight the good fight and are the premier team on their own Earth. If there's an Earth 1, X, what have you, there is no mention of it. The Quality and Fawcett characters never existed as far as the book is concerned. There may be some Earth-1 counterparts in some of the non-powered groups and people such as King Faraday, Suicide Squad, Challengers of the Unknown.
During this time period of the team, we only saw them mostly when they crossed over. Thus, there's no real need to re-create stories already told, the biggest problem I have with Marvel's Ultimate line, the need to "create" an Ultimate version of all the foes the characters face in the main line. Here, you can start off with a team that already has a past, go with classic foes that already existed at that point in time, but free to create all new foes and stories because we really didn't see much of them at that point in their careers. About the only big seminal stories that might need retelling is the Seven Soldiers of Victory story. Imagine the possibilities between having the Golden-age Green Arrow and Black Canary interacting. And it would be good to have a second team in the background as guest-stars (you could have yearly JSA-SSoV team-ups as homages to the JLA-JSA team-ups in the past).
And maybe bring back the War element to the stories, an all new World War with a resurgance of the Nazi party (or through the machinations of Per Degaton setting himself up as the new Fuhrer over half of Europe, the Dragon King of Asia)
