No, it's not Kate Spencer, its a Judomaster. Same costume and everything, just she spoke English and operated with the BoP

Actually, IIRC the BoP Judomaster had no ponytail and no jacket, so it's entirely possible the two characters are different (which means we'll probably see Judo II get the Terra II/Manhunter II/ Robin II treatment sometime soon).
