Seeing as how Jefferson was only superheroly active in the shortlived 70s and 90s Black Lightning series and 80s Outsider series, (and not in numerous titles like Batman and Superman) its not unreasonable to think he helped his ex-wife Lynn raise his daughters off panel.

I only have a slight problem with the sudden introductions of his daughters. I can let that go considering so much could have happened off panel. My big problem with all of this is that he was originally a hero who relied on a weapon (his belt generated the lightning). It's too much of a stretch for me to accept that Jeff had internalized his power and then had children, all within the last 10-12 years of DC's rolling time line. Even extending it to 20 years is not enough considering all that would have had to happen before he had his children.
