This I believe is the earth 2 that we saw at the end of the Infintie Crisis limited series and they mentioned that it was "sorta" resurrected and they did seem slightly different, but Huntra was holding a newspaper that had E2 Superman and Power Girl's picture. Since Power Girl amd E2 Superman's JSA is on the main earth, I'm thinking that this "new" earth 2 is based on the "nature abhors a vacuum" thing and it was revealed that she and the other's were time anomalies which may mean that there's a "somewhat" earth prime if this earth 2's existence is based on nature, the multiverse, healing itself.

The cover might be based on memories while inside it might be where the people on the new earth 2 are familiar, but strangers to Power Girl, while they act as if they know her.
