There's no real reason to believe that that's the Earth 22 GL. Alan's manifested that armor before in Virtue & Vice, and Obsidian's definitely still our Todd since (a) he's already had that design used in previous issue, and (b) the Earth 22 Obsidian wore a trenchcoat & fedora (a la The Shadow) and of course, died at the end of the story.
...issues #13 to #15 of "JSA", when Hippolyta, Jack Knight and Hourman III were still members of the team. At the end of this story, the three of them parted ways.
