No, The previous All Star Squadron & JLA versions were more like wolverine - their skeletons had been strengthened by inserting steel plating & supports and they wore chainmail in their costumes IIRC, but they were still flesh and Blood.
The Original Commander Steel was killed by Eclipso in the 90s who inflicted catastrophic tissue damage while His son who had served in the 80s JLA was also killed by having catastrophic tissue damage inflicted....

This new 'Citizen Steel is apparently a metahuman, and from the same lineage as his namesakes. He'd lost his leg in a sporting accident when he and his family were targeted by Vandal Savage's Nazi squad in the first few issues of the new JSA. He was injured, unintentionally infected with a mysterious metallic agent from one of the Nazi crew and taken into JSA care whereon his skeleton (and flesh tissue?) has transformed into some form of solidified steel, even regenerating his missing leg(!)

He now has massive density (He shatters most surfaces he walks on!) and is struggling to adjust his bodys motor controls to compensate for his transformation....
