Most obvious reason, Gog doesn't "hear" unbelievers, witness how he ignored Mr. Terrific. So, Steel probably is agnostic or athiest himself if he ever gave any serious thought to religion.

And, I agree about the weight thing. That alone should prevent Steel from being a superhero, at least in the conventional sense as he's a liability whenever he has to go indoors and such. The very few times he'd be really useful, he has a costume that hinders him from using his full strength. He'd actually be better off serving in the military somewhere on a battlefield being a human shield.
