I took a look at that issue today to see what you were talking about. The issue does states something to the effect that Earth 2 vibrates at a slower rate so it's about 20 years behind Earth 1. Unfortunately, that doesn't really work. For it to be true, the JLA would have appreared 20 years before the JSA, WW II would have been in the 1960's on Earth 2 or the 1920's on Earth 1, etc.
