He was the villian in an arc of the Sandman Mystery Theatre series, where he was portrayed as a serial killer targeting homosexuals. I'm not sure how it jibes with Golden Age continuity, since it was set back then.

There was no DC/National/All-American Phantom of the Fair in the Golden Age of Comics. There was a Fantom of the Fair who Roy Thomas based the Sandman villain on. It's part of Thomas' M.O. of taking Golden Age heroes and villains names and putting them on characters he creates.
