He used to have a solid body but somewhere along the way they decided he was made of energy like Captain Atom. For example in the issue of Superman/Batman where they cut off his hands, he was leaking energy and quickly detonated like a nuclear bomb killing himself. But then when Kyle Rayner cut off his head, there was no energy leakage, he was solid. Kind of like back when Guy Gardner killed him the first time by lopping off his head (or maybe just cutting his throat), he was solid. It changes to suit the story.
