I thought of that too, but why Libby and no other golden age hero who isn't currently with the JSA? No Iron Munro? No Uncle Sam?

It's more likely that people were sloppy/lazy and didn't catch that they are the same character despite the recent back-and-forth costume changes.

Maybe they will reveal that Libby had something to do with Scythe or she's part of an illusion by King Chimera like the 3 mysterious characters mentioned above? Ugh...

First off, what sense did it make to split off Cyclone and Stargirl into a team where the purpose was to be a proactive team? Cyclone's grandmother is the JSA's headquarters major domo and Courtney has reconciled with Pat Dugan. The others, save Power Girl and Hourman, are more questionable in their fit with the older team.
Between departures and this split, the purpose for reviving this JSA team (the old heroes serving as the example for all younger heroes/guiding the future)has been lost. A lot of young heroes whose "destiny" is to be vaporized at the end of Kingdom Come could have been salvaged for this title or a new Infinity Inc. with the surviving founders (why was there such a desire to screw with/kill off the original II members? Hector was salvaged nicely as Dr. Fate, only to be replaced by the less interesting current one) as members. Oh well, once Geoff Johns left to virtually run DC Editorial to be replaced by Bill Willingham (great on characters he created, not so hot on characters he didn't), things went downhill.
