For the same reason Mark Shaw never has, or Maser (so far as I know); because they were presented as being on Earth-1 way back when, so dissociated from what the JSA was up to. Post-Crisis, Zatanna just continued to hang out with her JLA pals.

I thought Maser DID work with the JSA, during Our Worlds At War, more specifically during the Annual out at the time. The original Air Wave was a member of the All-Star Squadron, and worked with some of the JSAers from time to time. \:\)
