Well, yeah! I agree. I've been following Robinson's Podcast interviews and he makes clear there was never a Luthor or Joker in this universe, which while of course odd also reduces the big three to being deliberate plot devices with no other purpose but to be sacrificed to the War. On the other hand it is all but confirmed there was a Catwoman... \(fear\)
From what Robinson says he isn't allowed to duplicate characters who exist on earth-1, which leaves him free to use the JSA's historical rogues gallery and create new opponents, in theory though I think we could easily get to see the likes of Vandal Savage find his way over to Earth-2 in the same way Michael Holt got there... once the JSA/JLA team-ups restart I would imagine the rules will gradually be relaxed more and after all give JLA's Cyborg has Boom Tube technology he should be able to access Earth-2 once he's given a push.

The fun thing about parallel worlds is that you can (and should)[b] of course[\b] have alternate versions of heroes and villians run around, just as well as new characters. So I really don't understand that edict.

Also at the very least characters like the aforementioned Vandal Savage, Ultra Humanite, the Shade and Mr. Bones with their strong JSA connections should be part of Earth 2, instead of hanging around Grim and Gritty DC/Wildstorm Earth.
