No, he's not Icon. And he isn't Blue Marvel. The only thing he shares is a similar (but not identical) powerset and the fact he has black skin.
The point is Val is Superman, he isn't some Xeroxed variation like those two - he is the rightful successor to Kal-el himself. Both Icon and Blue Marvel are black characters who lived through the entirety of the 20th century's social and political events, and were exposed to the full force of the intense racism that marked those early decades. Indeed In Icon's case he arrived on earth from another world way back in 1839, when slavery was a fact of life and he had to live as one. He< is the inspiration for Blue Marvel, not Val-Zod. As with Val Icon and Blue Marvel are intellectuals, but not at all pacifists as he strives to be. He lacks their life experiences, and so they come very different backgrounds and directions.

So far as I am aware there was no Lex Luthor on Earth-2. This is a peculiarity in the lack of pre-planning for E-2 Superman, Wonder Woman and Batman as originally all three died and their respective cities razed to the ground, so no need to address their rogues gallery. James Robinson even went on record in saying there was no Joker or Luthor here as DCs policy, perhaps wisely, was to avoid duplicating the characters of Earth-1. But since Robinson left we have seen that there WAS a Joker on Earth-2, and presumably other Batman villains like the Penguin. But quite who Superman was fighting on a regular basis has yet to be revealed...
