The official stance from DC is that the regular Justice League earth we read about is Prime Earth and every other earth is... secondary.
I don't know if there is any other logic than that at work, it has certainly always been odd that Earth-2 became such a significant and sustained target for Apokolips whereas Prime-Earth fared much much better, even though they had more heroes to call on for Darkseid's initial invasion I don't believe you can just chalk it down to the formation of the Justice League and its distinctive individual members - the League won that initial incursion, while Earth-2's original trinity died ending a full scale war, and only after a good several years of fighting it off...

Prime-Earth does appear the more potent universe.


Actually, I think, it had more to do with dumb luck and bad planning than potency. The Earth 1 Heroes stumbled over Darkseids scheme before his invasion could really get off. The transfer of Powergirl and Huntress also indicate that this happened at the same time when the heroes of Earth 2 stopped the invasion. Where things, even the preperation of the Invasion seemed to move slower and apparently was being more thought through.

It looks to me that Darkseid simply overestimated himself being greedy or being desperate, while not being the same strategical genius like Uncle Steppenwolf. So the whole mess backfired on him, because the heroes noticed him earlier.
