I vaguely remember reading that bit where he's talking about her suicide attempt (a few years before she joined the JSA), and the dramatic change of eye color, and the conclusions he reached. I think it probably happened in a JSA issue, though, because while I collected that entire series in TPB, I never paid much attention to the "Hawkman" series when it started up, so I wouldn't be likely to have seen it there. (Although I have read a few issues.)

Of course, it's perfectly possible that the same anecdote was told at least twice, for the benefit of the readers of each series!
