It is partly a symbolic representation, and part literal truth. Right from Jack Kirby's inception of the character the reasoning behind Darkseid has always been very much the battle between light and Darkness - his darkness.
New Genesis and Apokolips are the epicenter of this struggle between Good & Evil and the two are cancelling each other out, two perfectly balanced cosmic forces. To quantify that point consider that when New Genesis has been removed from the equation (Final Crisis/Great Darkness Saga) Darkseid's power and his threat to the universe have been seen to grow exponentially to the point he is seemingly invincible. Unstoppable. Because New Genesis and its opposition is the primary object set in place to limit him, to curb his ambitions and dilute his influence over the wider span of creation.

Superman for his part can indeed be seen as Darkseid's true spiritual opposite. We have seen Superman's unique place in the universe over the years on any number of occasions, whether it be his struggle with Mandrakk or Dominus, his sponsorship by Kismet and most recently The Oracle, or recently his encounter with The Phantom Stranger which used Superman's unique place in humanity's minds to impressive effect. His repeated contrast to the New God is perfectly in line with this place he has within the fabric and the DC Universe.

The Earth-2 Superman is not of that same cloth however. For whatever reason Earth-2 lacks the spiritual strength and grit of their earth-1 counterparts, and as we saw in the first issues of Greg Pak's Batman/Superman title Earth-2's fate in the war against Apokolips was preordained to be bloody and costly. Their Superman and Wonder Woman are every bit as physically powerful as their Justice League counterparts, but in the wheel of fate they are the lesser lights... as there is only one true Superman and Wonder Woman.
