Maybe yes, I have read one interview where the writer appears to say as much, but think back on previous versions and starting right back at the memorable Marv Wolfman/Gil Kane revamp of the early 1980s the trend does show that Brainiac reappears at regular intervals as an all new incarnation, radically different and superior to the one previous.

Technically that is a tricky one to compare, Telos/Brainiac is similar to the Time Trapper, both exist in their own domains where they are able to reach into time, but Telos/Brainiac is likely more powerful as he isn't limited to linear time. He is quite obviously able to reach out into the full expanse of the Multiverse and beyond, as well as time and space. He is, in principle, beyond the Time Trapper's station in the scheme of things...

IF he is really that powerful though, why wouldn't he get on the radar of beings such as Guardians/darkseid/AM then?
