You remind me that a couple or so years ago there were some rumours of a Spectre for television, likely it was just a proposition like the Blue Beetle test footage which Geoff Johns was somehow involved with, but while The Spectre is a possibility for television translation I think The Phantom Stranger would be far more compelling. A man of true mystery, but with more humanity than Jim Corrigan and therefore more flexible for storytelling and repeat appearances in The Flash or Green Arrow.
For me one way to go would be to go for a Starman television series, patterned after James Robinson's work but an open door to introduce Earth-2 characters. It would be possible to translate the likes of The Spectre and The Phantom Stranger here as Starman would have than bit of a fantastical edge inbuilt but also the grittiness of Robinson's grounded Jack Knight - it might be sort of Green Arrow meets The Flash, both rolled into one.

I can easily see characters like The Sandman, The Phantom Lady, and Firebrand being obvious try-outs within the format as well...
