"Per Degaton" is his actual real name!

His early years have never been explored to my knowledge but I have always taken it that he is intended to be Italian-American, as a product of the 1940s and an impoverished upbringing he is an example of how even the most insignificant of men can rise to great power if given the slightest opportunity by fate, very much like Hitler or Stalin. His views are extreme and his leanings swing to fascism, possibly an admirer of Benito Mussolini, Francisco Franco and his ilk. Degaton has always been my favourite comicbook villain for these and other reasons, his appearances are quite sparse but when he does appear it tends to be as a major threat such as the great JSA/JLA/All-Star Squadron in the early 80s or Geoff Johns' excellent story circa JSA #66. I love the idea of a nobody who thanks to destiny becomes one of the worlds most dangerous men... despite having no superpowers! I have a lot of affection for the character.
