Eclipso who was also retconned into being the Wrath of God just like the Spectre, and in fact was the predecessor to the Spectre because Eclipso had overstepped his bounds causing Noah's flood and killing most of the humans, God decided that his Wrath needed a human host to temper his anger and created the Spectre to replace Eclipso. And yet, Eclipso has never really shown power levels on a par with Spectre. Their power levels change with the story.
