No for a couple of reasons.

First of all, whilst you list a load of replacement characters above, in nearly every one of those cases the established characters (Logan, Parker, Odinson, Danvers, Rogers etc) still exist, with most of them featuring prominently in their own books. In effect they havent really been 'replaced' at all. The only true replacement in that list is Sam Alexander as Nova.

Secondly, Marvel have just announced a netflix series featuring what appears to be a very comic-faithful version of Frank Castle as the Punisher, so it doesnt make a lot of sense to elbow him out of his own comics at a time when youre trying to make him a cross-media success.

The Punisher has struggled for 20 years to maintain a decent audience in the comics. Theres been no shortage of Punisher series in that time, but few of them have lasted more than 20 issues, and he is perhaps the Marvel character that has endured more relaunches than any other. The foundation of a successful franchise and the potential for success is clearly there so I expect that Marvel are some way from just screwing the whole thing up and starting again.

Finally, you have to ask the question what does Cole-Alves bring to the role OTHER than being a female? She's an interesting character in my opinion, but she's interesting because she's almost identical to Frank (something that was previously considered impossible) rather than because she brings something different to the role than him. Giving her the book would be a case of diversity for the sake of it.

I guess the biggest thing is that her vigilante side was created by Frank. With her, I guess would would see her struggke with her doubts and fears about trying to do Frank's job herself. Unlike Frank, who gets the job done almost like a well oiled machine.

Even her creator Greg Rucka said in order for Rachel to do Frank's job, she would have to get a secret identity to get some sense of normalcy every now and again. Unlike Frank.
