The difference between Zzzax and Juggs, Doom, or... the nazi is that Zzzax isn't really consciously evil. He just creates a lot of havoc in order to survive.

Not really, no -- his original appearances established that he incinerates human beings to consume the electrical fields of their brains because it makes him smarter, not because heeds to do so to survive. He/it can ordinarily surivive on ordinary electrical current in sufficient quantities; Zzzaxx kills because it likes human brainwaves.
