My guess is that Doctor Abraham Erskine knew his life was in danger because of his super-soldier serum that was threating to the Third Reich if the U.S. was to manage to create an army of physically perfect soldiers and perhaps as a precaution in case something happen to him, to make sure that the formula wouldn't be lost, injected a version of the serum into his son or daughter which was dormant, since the serum was revealed to be viral in a way, and became part of MVP's DNA which probably came out of it's dormancy when he hit puberty.
The pro-regs plans for the body of the kid is probably this - his genetic material + how MGH is made = temporary physically perfect S.H.I.E.L.D. agents (cape killers and invaders of other countries)

Coded somehow IN his DNA is the actual formula itself. The kid's dead but there's a way to make the real thing now. If that's true, well.. I'd not be happy. Given the Power Broker had a process to make folks a lot tougher than Cap anyway (with minor mutational problems
Better yet, it's MOSTLY coded in his but they need to go vivisect Dad to get the whole formula. They're mostly unethical monsters in the MU now, they'd do it 'for the greater good' >:)
