The OP was supposed to be about laws, but if you want to bring ethics into it...we once again have the pro-reg side vs. the anti-reg side sentiments and arguments.

Both sides did morally questions actions throughout if you wanna start talking that.

Actually, I agree. But I'd like to point out that analising Clor's creation only from law's perspective is overly simplifying things.

Sure, there are no laws again creating clones of superheroes... It really doesn't make this any less reprehsible. I don't agree with the line of linking "It wasn't illegal, so there was nothing wrong with it and Pro-Reg side have the hands clean". Yes, creating Clor possibly was legal, but no, it doesn't mean that Stark & Co have a clean conscience...
