Well, maybe not "true", but "plausible" at least. We know Tony has had his doubts about his actions, so the Skrull was playing up those, by implying that the thing cost him most in terms of friendships, trust etc but which he has lived with be believing it makes for a better future, was actually the worst possible decision he could have made.

wouldnt these "doubts" be an indicator that there definitely is something wrong with the SHRA?
