wouldnt these "doubts" be an indicator that there definitely is something wrong with the SHRA?

He has expressed doubts and not liking SHRA from the get-go. He has expresed the costs were too high for SHRA. And he has also stated (and Uatu backed up)...that the costs of not instituting SHRA (at least at this time) would have resulted ina much worse ending.

Uatu all but states for all Cap's great assets he cannot undertsand compromise. Tony hates SHRA but he backed it as the lesser of evils that the govt. actually had planned.

Seriously if you see 2 plans before you...and in them both horrible things happen...but these are the only 2 plans that have a concievable chance of happening. In one of them you retain the respect of your friends but most of them die...in the other a few of them die and most of those left hate you. Which would you chose?

Stark chose the one where others suffer the least but end up hating them. Choice of a hero IMHO.
