I might be able to accept this argument if Tony hadn't blamed the Stanford debacle on the Warriors and used this to drum up support for the SHRA. In any case, there was no need to attack the Skrulls. It just made things worse.

He didnt blame it on the Warriors. He said years ago that some well meaning group thats out there will make a mistake and the govt. will go nuts and the way heroes and the world work will forever be changed after. He wanted to get the heroes together for training before this happened. He was ignored and years later this happens and the govt. is out for blood. To prevent the worst from happening he decides to work from the inside and reign it in. There is nothing wrong with this concept and he wasnt drumming up support for SHRA...he tried to stop it...after this nothing was going to stop it...so instead he puts himself in place to mitigate it as much as he can...this is a very valid approach that most people just seem to ignore.
