So far I don't think that's worked with anyone in the Initative. They HAVE to register and attend training, so they can't just say "I won't use my powers"

Digitek? The Negative Zone has an adverse affect on human minds, and though he was arrested for failing to sign on, the effect of ther Zone led to him committing suicide.

Robbie Baldwin was thrown into the Negative Zone prison too, despite not being formally charged with any crime.

***Starfire-literally took off her mask and quit and we never heard from her again...she ain't in jail...Butterball an actual recruit who wanted to be in the initiative was sent home despite having a very useful power of invulnerability...
