Nope, he wanted it blocked if it could be blocked. The whole point of the battle was to show Congress how making heroes public figures attracted villains like ants to a picnic.

Stark didn't LIKE Registration ever, but he knew it was inevitable after Stamford. So he did whatever he could to weaken it beforehand and whatever he could to keep it from destroying the good work he and others had accomplished as heroes afterward.
