The truth may be a bit nuanced. Nobody but the creators know for sure, of course, but here's an article from three days ago that speculates a bit:

In any case, the Mind Stone was a big part of the MCU Vision. I'm not convinced he would be the same person without it.

But Pietro was Wanda's brother. I would have expected that to put him in a special category. Apparently not the case, however.

True. No argument there. I was still moved by it. Sometimes I can bring the meta right into the viewing experience and integrate the two in my heard seamlessly. This was one of those times.
