80's - while I do appreciate your choice of Dr. Doom, as that issue of Secret Wars is a classic, my choice for greatest comic character of the 80's might be the Hulk. Was there ever a character who was already so popular who got such a makeover? The TV series was still big hit when Bill Mantlo decided to turn the character on its ear, and, for the most part, it worked. I'll always love the simple minded Hulk, but Mantlo took the character on a great ride.
90's - I love that you picked Spider-Man. His were almost the only comics that I read in the 90's. Many hated the Clone Saga, but I loved it, even when I hated it. And you're right, the 90's cartoon presented a character who was more relatable and likable than other super-hero characters, even though Batman was a better cartoon.
Outside of comics, I'd vote for David Addison from Moonlighting and Fox Mulder from The X-Files as greatest 80's and 90's characters.
