I had a whole thing prepared where I was going to say no 80's father was going to buy his son She-Ra figures. But after looking into I believe the real answer is that the Horde were originally intended to be He-Man characters (they had already been designed) but Filmation the animated studio behind He-Man was wrapping up He-Man and preparing the She-Ra spinoff...so they just made the Horde the She-Ra villains.


So that toyline probably introduced the characters before the decision to make them She-Ra characters.


I thought the explanation was that the She-Ra line didn't have any villains of its own so they stole the Horde from He-Man to use on the She-Ra show.
