I had a whole thing prepared where I was going to say no 80's father was going to buy his son She-Ra figures. But after looking into I believe the real answer is that the Horde were originally intended to be He-Man characters (they had already been designed) but Filmation the animated studio behind He-Man was wrapping up He-Man and preparing the She-Ra spinoff...so they just made the Horde the She-Ra villains.

I find it odd the She-Ra spinoff was even made at all, given the premise that He-Man and friends were created specifically to sell toys. Did they think boys would buy She-Ra toys? Did they think girls would buy She-Ra toys? Did She-Ra toys get made at all? Yes they did, I can answer after googling. See pic. They sure don't seem to be targeted at boys.
