He recruited super-villains to win the war, and that was a step too far. Captain America tolerated the Punisher, but he is nowhere near as bad as bullseye, venom and the Green Goblin.

Yeah, it's already been established that Thunderbolts is the only team on the 50 State Initiative that doesn't answer to Tony, but to the Commission of Superhuman Affairs instead.
