Green Goblin, Venom and Bullseye are there to torment their proper nemesis (Spidey, Spidey and Daredevil, respectively) and only occasionally kill someone not related to their nemesis. Actually, that's wrong in reference to the Green Goblin and Bullseye. Bullseye, whilst a character I'm not too familiar with, is a murderer and assassin regardless of Daredevil's existence. It just so happens, being hired by the Kingpin, brought him onto Daredevil's radar (pardon the pun) and then killing Elektra and Karen Page made it personal. For Bullseye it only become personal because of the constant annoyance DD brought Bullseye's way. But Bullseyes reason for existence is murder and assassination, and has nothing to do with his 'proper' nemesis. He's also fought other heroes, such as Deadpool and Elektra and if he had powers, I suspect would be a Spidey villain as well. The Green Goblin was a criminal mastermind before he became Spider-Man's foe and only grew 'attached' to Peter because the big business 'criminal sponsors' who set up Norman originally (Norman was part of them) set Norman up against Spider-Man. However, Norman betrayed them and set in motion all events since. Norman wanted Spidey originally because of 'default plans' but I suspect he would have become far more influential on the whole Marvel universe if not for the fact that Peter is just darn lucky and naturally powerful and survivalistic. Norman has also been known to fund a whole criminal cult that dominated Europe - the Cult of the Scrier - and has been known in many issues to kill people who he has a problem with, nothing to do with Spidey (attempted with Mendell Stromm, successful with that reporter in The Pulse). And he seemed to hate Luke Cage too. > The villains used in Civil War didn't kill anyone (at least not published), whereas the Punisher killed four in the regular series, and even a few more in the Punisher War Journal tie ins. You'd bet they would have tried to. At the same time, people like Bullseye and the Goblin are too savvy to lose their mealticket if they see the potential for more carnage down the line... especially for Osborn who would probably love to reclaim his own secret identity whilst Parker's is exposed.
