I'm not sure that makes sense, since Stark offered everyone amnesty at the beginning of WWH, and Spidey is back to being a fugitive by BiB.

Iron Man only says they will have amnesty for the duration, and then will have to register once it's over. Iron Man wouldn't have undermined the entire registration movement over a Hulk attack, but he was willing to suspend it temporarily.

So WWH can easily go before Back in Black. I don't know if it does, but it could.
