...due to the adhesiveness of the formula only lasting an hour, the webbing couldn't be much good to anybody? I think he tried selling it once and this was the result.

(Which IIRC JMS stepped all over with his black costume "webbing that lasts forever and ever amen" from "Back in Black." But, I digress.)

Well, Peter makes different types of webbing for different situations. It's not inconceivable that he could make long-lasting webbing, the longevity of which probably comes at the expense of things like, say, strength and durability (since Peter seemed to be able to rip the webbing off pretty easily).
