The rationale here was that Peter could be loaded with money by selling the webbing formula. Its a quick "get rich" scheme, just like Peter tried in the earliest days of his career. And you saw where that got him. Then of course, you can start to wonder if he would continue to be Spider-Man.
Peter was traumatized for life with the death of Uncle Ben. Selling his webbing formula for a quick buck is the last thing on his mind. And he has always been able to provide for himself. And in this day and age, yes, women also work and provide money. MJ has been doing alright.
Then you can start to consider other aspects. We know from Jenkins stories that there are researchers that are working on replicating the webbing. If some "nobody" suddenly turns up with this invention, and they recognize it, well then his secret would have been out years and years before Civil War.

Oh, I get that. The thing is that – the wrestling aside – most of Peter’s early attempts to make money with his abilities (like trying to join the F4 and the NYPD as Spider-Man or selling photos of himself to the Bugle) were so that he could help his Aunt pay her bills. Come to think of it, wasn’t he trying to pay May’s medical bills the first time he tried to sell his webbing? Wanting to be rich isn't quite the same as wanting to not have to worry about rent* or where your next meal is coming from.
*Thank god MJ is better with money (well, up until Millar) or the Parkers would all be out on the street.
