No. Their relationship still happened pretty much the same (meaning they still lived together, etc.) but they never signed the little legal document that says they were married. Why? We don't know. All it's been said is that something happened on their wedding day that kept them from doing it.

Well, he's unregistered, so by default, yes. And yes, there is still bad blood between him and Tony.

My take on this is that Peter didn't want to register, so instead, he quit being Spider-Man (much the same way Firestar walked away from super-hero life). The registration act only penalizes people who actively use unregistered super-powers, and Spidey chose not to use them. Also, the issue didn't mention Iron Man or his relationship to Spider-man, did it?
